The Big Manistee and the Pine: Tippy Dam and the Cadillac District
Introduction
The Cadillac/Manistee Ranger District covers the northern half of the Manistee National Forest and manages both the Manistee and Pine National Scenic Rivers. This is the big water of the dive, and it contains one of the best fisheries in the state.
⭐ THE FINDING THAT ORGANISES THIS VOLUME: the best fishing here is below a dam, and the ground below the dam is state recreation area rather than national forest. The federal rules that dominate the rest of this dive — the 200-foot setback, the scenic-river corridors — do not govern the single spot most worth going to.
4.1 Tippy Dam and the water below it

⭐ The Manistee below Tippy Dam is one of the most popular fishing locations in Michigan, and for once the popularity is deserved rather than inherited. It is heavily fished spring and fall for the anadromous runs.

Why it fishes the way it does. Between Manistee Lake and Tippy Dam there are three major tributaries — Pine Creek, Bear Creek and the Little Manistee. 🔴 Bear Creek and the Little Manistee add a large volume of cooler water to the Big Manistee, and that thermal contribution is what makes the system prime spawning ground for steelhead, salmon and brown trout. The tributaries are not a sideshow to the main river — they are the reason the main river works.
⭐ Which means vol 3 and this volume are one trip, not two. Camp on the Little Manistee, fish the Little Manistee at dawn, and drive to the Tippy tailwater when the run is on. The two rivers are the same fishery.
⚠ Tippy in the salmon run is not a wilderness experience. Labor Day through October the tailwater is shoulder-to-shoulder. If solitude is the point, fish the tributaries and use Tippy only when you want the fish.
4.2 The Manistee River Trail and Red Bridge
The Manistee River Trail runs through the national forest with vistas over the river valley and footbridges over creeks cutting down through clay formations to the river.
Access points:
- Red Bridge and Seaton Creek for the Manistee River Trail
- Marilla and Upper Branch trailheads for the North Country National Scenic Trail
⭐ The Manistee River Trail and the North Country Trail together form the best-known loop hike in the Lower Peninsula, running down one bank and back the other. It is the serious hiking in this dive, and it is walk-in from vehicle access points that a truck reaches easily.
⚠ Dispersed camping along the Manistee River Trail is a known and used practice, but the scenic-river corridor rules and the 200-foot setback apply. Camp back from the rim, not on it.
4.3 The Pine River
The lower 26 miles were designated a National Scenic River in 1992. Near Cadillac. Fast water and light rapids, high-quality fishing, and — by every account — the best scenery of the three rivers.
🔴 Camping in the Pine River corridor is allowed at designated sites only, the same as the Pere Marquette.
⚠ A watercraft permit is required to float it. The Pine is the busiest paddling river in the district precisely because of the rapids, and the permit system exists to hold the numbers down. Book it, or plan to fish from the bank.
⭐ For this project’s purposes the Pine is a day destination, not a basecamp. Its corridor is closed to dispersed camping, its paddling is permit-gated, and its best feature — the gradient — is the thing that makes it a boat river rather than a camp river.
4.4 Putting the district together
A three-day shape that works:
- Camp on the Little Manistee — Driftwood Valley or Bear Track (vol 3).
- Fish the Little Manistee at first light, Tippy tailwater mid-morning when the run is on.
- Walk the Manistee River Trail / North Country loop from Red Bridge or Seaton Creek.
- Look at the Pine, from the bank, and leave the boat at home unless the permit was booked.
🔴 Everything above depends on the MVUM. The Cadillac district’s forest roads are extensive and well numbered, and they are also the ones most likely to carry seasonal closures — this is the snow half of the forest.
